The New York Post reported officers were dispatched to check on the young mother who was "scared" of her husband because he was "acting amusing".
Upon entering the woman's Crown Heights home, cops told of finding the eight month pregnant woman at the bottom of a basement staircase.
Tonie Wells, 22, was found dead with bruising to her neck following the 9:50 a.m. incident at the Crown Heights residence on Sterling Place after neighbors reportedly heard the cries of her two-year-old daughter and called the cops.
"We're conducting an internal investigation to look at the actions of those two officers and quite frankly everybody involved in the response to that incident", NYPD Commissioner James O'Neill said at an unrelated press conference on Thursday.
She had trauma to her body and was pronounced dead at the scene, police said.

Two police officers were suspended yesterday after allegedly ignoring a 911 call to check on Tonie Wells, sources told the New York Post. Chief of Detectives Robert Boyce said the suspect was taken into custody with the help of the New Rochelle Police Department on Wednesday night. "I'm still in shock", neighbor Michelle Ruiz told the New York Post. Multiple calls were made to police before the discovery, indicating that there had been a loud argument and persistent crying coming from the couple's 2-year-old. "It was definitely him, ' the woman said referring to Wells" husband.
A man is being questioned in the death of his wife, who was strangled and pushed down stairs in Brooklyn, officials said Thursday.
Her husband has one prior arrest for assaulting Wells in September, police said.
"An initial determination deemed this person's death to be suspicious and it is now being investigated", said deputy chief Michael Kempfer, according to CBS News.
The Medical Examiner will determine the official cause of the death.
