Some observers see the initiative of the G5 Sahel bloc - Mali, Mauritania, Burkina Faso, Niger and Chad - as forming the basis of an eventual exit strategy for around 4,000 French troops now deployed to the volatile region.

Macron told the summit that France would contribute $9 million to the new force as well as contributing 70 vehicles.

Macron also vowed to maintain France's military presence overseas, especially in Africa's Sahel region and in Iraq and Syria, while highlighting the importance of dialogue and negotiations for long-term solutions.

Despite heavy initial criticism, that force "has succeeded in a part of its mission, which is to reduce the territory controlled by Boko Haram and limit its actions", said Rinaldo Depagne from the International Crisis Group, a non-governmental organisation that works on conflict resolution.

The fight against terrorism is expected to focus on the border area between Mali, Niger and Burkina Faso, where attacks against military barracks have occurred recently.

France's military intervention in January 2013 forced the militants back from northern Mali.

The suspect, who has a criminal record, was convicted past year for "provoking racial hatred and supporting terrorism" after expressing admiration for Anders Behring Brevik - the Norwegian far-right terrorist who murdered eight people in a bomb attack and shot dead another 69 Workers Youth League members at a summer camp in July 2011. "And we will put all of our energies into eradicating them".

He said attempts to combat terrorism needed to be accompanied by parallel efforts to improve development in the region, including fighting climate change and improving governance.

The 23-year-old man from the suburb of Argenteuil near Paris has been arrested charged with terror offences, according to French media RMC, for an alleged plot to assassinate the new president during the annual July 14th parade on the Champs-Elysées.

"If you want to be efficient you also have to address that issue".

However, various armed groups have continued to carry out attacks despite a 2015 alliance between Tuareg-led rebels and the Malian government, which was brokered by Algeria.
